Existem centenas de unidades prontas, mas sem que os compradores possam receber as chaves. O motivo: falta o habite-se.<\/p>\n<p>O caso mais gritante envolve cinco dos seis pr\u00e9dios com apartamentos de um quarto. Os compradores reclamam da demora na regulariza\u00e7\u00e3o dos blocos, que j\u00e1 est\u00e3o prontos mas ainda n\u00e3o t\u00eam moradores.<\/p>\n<p>Segundo o presidente da Associa\u00e7\u00e3o dos Moradores do Noroeste, Jos\u00e9 Val\u00e9rio Philippi, o pr\u00e9dio que recebeu o alvar\u00e1 tem funcionamento normal. &#8220;Tem mais de 50% das unidades ocupadas, com s\u00edndico, com instala\u00e7\u00e3o, assembl\u00e9ia de instala\u00e7\u00e3o do condom\u00ednio&#8221;, enumera.<\/p>\n<p>Os pr\u00e9dios nas quadras 307 e 311 foram constru\u00eddos pela empresa Jo\u00e3o Fortes. Os donos dos im\u00f3veis dizem ter recebido garantias da construtora para a libera\u00e7\u00e3o dos apartamentos, mas os prazos expiraram.<\/p>\n<blockquote><p>&#8220;Hoje, eu pago aluguel e n\u00e3o tenho a menor previs\u00e3o da construtora, de quando vai sair o habite-se. A gente fica na m\u00e3o&#8221;, diz a analista de tecnologia da informa\u00e7\u00e3o Bruna Camargo.<\/p><\/blockquote>\n<p>As normas originais de edifica\u00e7\u00e3o, uso e gabarito do Setor Noroeste, publicadas em 2009, n\u00e3o apresentavam regras sobre o n\u00famero de quartos m\u00ednimo ou m\u00e1ximo por apartamento. Os alvar\u00e1s de constru\u00e7\u00e3o para os pr\u00e9dios com apartamentos de um quarto foram emitidos nesta \u00e9poca.<\/p>\n<p>A mudan\u00e7a nas regras veio em dezembro de 2010, quando passaram a ser permitidos apenas apartamentos de dois ou mais quartos.
